New number plate cameras will go live in Liverpool next week in a clamp down on drivers who commit traffic offences.

After being backed by the city council’s cabinet last month, new powers will allow the authority to punish people who flout specific regulations like driving through no entry signs and zones dedicated for buses and taxis. Liverpool Council has now
confirmed the locations that will be monitored first to coincide with Road Safety Week beginning on Monday November 20.

The specialist devices will first be located from Lime Street to London Road and those found flouting the rules could face penalties of up to £70 per offence.

The city council is obliged to make sure traffic in the city is kept moving and can do so safely. After a change by government earlier this year, it has now taken on new powers to punish those who flout moving traffic restrictions.

Under the new powers, which will include the use of Automatic Number Plate Recognition (ANPR) cameras, those waiting too long at yellow box junctions, banned turns and misuse of bus gates could face a fixed penalty charge notice (PCN).

Enforcement of traffic restrictions will only be considered where it would help improve road safety, quality and accessibility of public transport, benefit the environment or manage the traffic network to ensure efficient movement of traffic and tackle
congestion. Powers granted previously solely to London to enforce moving vehicle contraventions were extended to Liverpool.

This was previously only the responsibility of the police.

From Monday, ANPR cameras will go live at Lime Street to London Road and Ranelagh Street at Brownlow Hill, where u-turns at Ranelagh Place will be banned..

The existing bus gate on Ranelagh Street will also be monitored by an ANPR camera. Further cameras will become operational next month at Whitechapel Cross/Hall Street; New Quay/Chapel Street; St Annes Fire Station; and on The Strand at New Quay/George’
    s Dock Gates/St Nicholas Place/Chapel Street.

Cameras will be sited at Lime Street between Skelhorne Street and St George’s Place to enforce the bus-only route. This route is currently barriered and will open in the New Year.

During the first six months following implementation of moving traffic enforcement in practice, Liverpool Council will issue warning notices for first-time moving traffic contraventions. The warning notice will advise that any further moving traffic
contravention at the same camera location would result in the issuing of a PCN.

The penalty charge for moving vehicle offences will be in accordance with legislation, currently set at £70, reducing to £35 for motorists who pay within 21 days of the date of issue. Charges will be reviewed and updated in accordance with the council'
s own policy and any future increases proposed nationally.

Two School Streets - which prevent the use of cars on a temporary basis - at Greenbank Primary School and Much Woolton Primary School will benefit from monitoring by the cameras in 2024. These will be located at Arlington Avenue from Greenbank Road and
Arlington Avenue from Nicander Road; Watergate Lane from Woodrock Road and Watergate Way from Priorsfield Road.

Cllr Dan Barrington, Liverpool Council cabinet member for environment and climate change, said: “Road Safety is of paramount importance to the council. Too many accidents occur on our roads for us to just sit back and do nothing. These new powers to
enforce moving traffic contraventions are part of a wider programme to improve road safety across the city.
