Noting that the driver pleaded guilty, is this "driving dangerously" the
same thing as "dangerous driving" or is it something else completely?
As for the insurance offence, it is gratifying to see that it is being investigated thoroughly enough for extant insurance to be separated into "correct" and "incorrect" varieties.
But the burning question...

PS: Barnsley Street in Wigan doesn't seem any narrower than any other
terraced street in Wigan and a lot of other places. Even better, it is a one-way street, meaning that vehicles don't have to do the usual "After
you, Claude" dance (because they are all going in the same direction).
Perhaps the "danger" arose out of a chav on a chav-bike travelling in
the wrong direction in a one-way street? That would surprise no-one,
would it?
