93 per cent, meanwhile, say they have never used an e-bike rental scheme, though two per cent of respondents say they avail of hire bike initiatives
at least once a month.

Are these both percentages of respondents?
Likely to be highly skewed if so.
I'd venture a guess that 99% of the UK's population do not live in a
location where bike hire schemes are either available or of the slightest use to them.
I am one of that 99% and so's my wife. :-)

I believe so.
Likely to be highly skewed if so.
Of course…

Quite.

Me too. The nearest bike-hire scheme to me is half-an-hour’s drive away…but
it’s just folded…
Nothing that an injection of tens of millions of taxpayer’s money couldn’t
fix…badly…

I own a non-e bike and thus have no use for e-bike hire schemes.
