A quick DuckDuckGo of Stage 17 of the TdF finds that about 100m from the stage finish, a spectator cyclist puts himself and his cycle over the barrier, and attempts to ‘win’ the stage, being intercepted by the riot police during the process.

Apparently, 60 CRS is a group of Companies of the General Service riot police.
