*YES*!

The lowest three items in a blue font are LIVE links! (Using Safari)
No, it is am image.
Some tools will do automatic OCR, though, to try to read it. Sounds like whatever tool you used had a failure in that.
Using Shottr I had it look at a rectangle and it got this:

All I do is hover my cursor over the blue font item(s) and it turns into
an active link. This only happens with Safari, not Firefox or Chrome.
Newer versions of Apple's operating systems have the silly "Live Text" 'feature' that automatically tries to create normal text, links, phone numbers, etc. from words in images. It 'works' in many apps, but not
all. Like any optical character recognition, it can be rather hopeless, especially on low-quality images, small font sizes, or blurry high- compression images. It is really just another useless Artifical
Intelligence gimmick that does not work properly and is designed to make fools waste money on a newer, more powerful computer to get all the new
toys.
Just ignore the rubbish and simply retype the text yourself. Even
better, turn the nonsense gimmick off completely: <https://www.macrumors.com/how-to/disable-live-text-mac/>

Can you please explain the 'jumble' shown in your post at the left side?
https://i.ibb.co/5hgDBkRK/Screenshot-2025-06-27-at-18-00-04.png
Rectangular selection from the image. This is just a mock up of such a selection but gives the idea:
https://shottr.cc/s/PUB7/SCR-20250705-frm
The OCR just "saw" what I selected (the darker rectangle).
